Man Arrested by #WPD on Eastside in #Wilmington and "Naked?"

It appears to look like a man with a semi-erection standing outside in the cold nearby a liquor store on the east side of Wilmington, Delaware, as it looks like possibly Wilmington Police arresting him. Who is he and why does he allegedly have an erection while officers are placing cuffs on him [naked]? See video here on Facebook
